Is this Zain offer charged per minute or per second?

As in 3 bob per minute billed per second or billed 3 bob per minute pap!!!

If per second then Zain are in tough times to make a dime if the peculiar calling habits of Kenyans are anything to go by.
My conservative estimate put it that almost 80% of all individual calls doesnt last 1 minute!!!
